In South Africa, the police have been enmeshed in the turmoil of political change, as brutal defenders of the decaying apartheid order, as objects of reform, as victims of mob violence, and as a hope that they can help stabilize the emerging non-racialist society. Policing, to be studied and explained, requires identity and persistence. Different scholars have developed distinct typologies of policing based on their general understanding of the functions of policing and the skills and traits essential to performing that role and job and the connections of policing to wider statist and societal forces. J. Brodeur distinguishes low and high policing forms with high policing emerging, under the impetus of policing mandates and increasingly sophisticated technology, as the dominant form. Policing seeks social goals—it is work done for stated, socially accepted ends and values. The chapter also presents an overview of the key concepts discussed in this book. |
