Popis: Government involves fundamental transformation of public administration processes to ensure efficient government management by improvement of interactions with business, citizens and within the government agencies. Such transformation is very challenging and requires effective management and leadership skills that would facilitate organizational, social, economic, and political innovations. This paper discusses a change in benchmarking which occurs in response to the new challenges of e-government implementation. It highlights the results of the 2010 World e-Government ranking conducted by Waseda University and analyses the emergent trends of e-government development in the world such as government 2.0 and innovative leadership. Evolving competencies for success as a GCIO are shown using a case of e-government implementation in Japan and major surveyed countries.
