Popis: This chapter provides a survey of the institutional context for social policy renewal in Canada. It begins with a brief sketch of how social policy makers identified new social risks in the early 2000s, and the main policy instruments that they developed in response. The chapter then considers how development of these instruments nevertheless had to engage with long-standing constitutional barriers to central government involvement in social policy, as well as the legacy of earlier intergovernmental institutions that worked around those barriers. Finally, the chapter describes and evaluates the new intergovernmental institutional “workarounds” developed when implementing social policy renewal, including recent developments in mental health and early childhood development.
