Popis: If human resource development is becoming at least as important, if not more important, than natural resource development, then education which is off course, or continuing to remain relatively underdeveloped, will widen the gap between developed and developing countries. This argument reinforces the view that propels this article: that it is vital for educationists to reflect deeply on the global economic changes taking place around them. The reflection offered in this article leads to a redefined role for educational planning increasingly outside the central ministry of education, and concerned with longer term dynamic development issues reaching beyond the boundaries of the nation state.
