STRATEGY FOR THE DEVELOPMENT OF GOOD NEIGHBORLINESS AS A FACTOR OF REGIONAL STABILITY OF THE REGION (ON THE EXAMPLE OF THE REPUBLIC OF SAKHA (YAKUTIA)

Popis: The basis for solving the multidimensional, complex social problem of good neighborliness as a social phenomenon, including on a national scale, can be considered the combination of many factors: justice, democracy, cooperation, multipolarity, tolerance. The most important issues of diplomatic relations in Russia are the sustainable development of regions based on the preservation of intercultural, external and internal economic processes, including good neighborliness, trust and cooperation. To this end, Russia is integrating systemic cooperation, good-neighborly relations, and interregional expansion of ties in all spheres. The purpose of such a system is to unite and integrate diplomatic, scientific, cultural, and economic resources, to include all regions in good-neighborly relations, taking into account various factors and conditions in order to achieve a high level of quality of life for the population of each region that meets all standards. The main of the existing problems is the lack of a systematic long-term program for the development of good-neighborly interregional relations. According to studies of good-neighborly relations, now insufficient attention is paid, for example, to sectoral cooperation. Because today the development of interregional relations requires an innovative approach to the study of this topic, the creation of a single economic space, the development of interregional infrastructure systems (transport, communications, informatics and others) based on current legislation is defined as the goals and objectives of regional policy. Building good-neighborliness, as a transformation of regional borders required the regions of Russia to implement new innovative solutions, develop the construction of good-neighborly, contractual relations that meet the modern requirements of creating a macroeconomic environment. The regions have the right to independently take care of preserving their identity, monitor and predict the situation of cooperation, the emergence of other opportunities for the implementation of friendly joint projects, work on creating new forms of socio- territorial relations, plan and systematize mechanisms for constructing good neighborliness, accumulate positive experience. Thus, it is necessary to actualize good-neighborliness as a state order for the development of good-neighborliness in the regions on the example of the Republic of Sakha (Yakutia) in interregional relations, broadcasting readiness for effective cooperation, open to general cultural ties, ready for improvement. Interregional cooperation in certain areas of economic, cultural, youth and information policy also plays an important role. The strong conceptual basis of good neighborliness includes the following principles: interregional and regional integration, partnership in all spheres of activity, national-regional correspondence, translation of traditions of multinational people, innovative environment.
