Eight states in $^{113}\mathrm{In}$ and eight states in $^{115}\mathrm{In}$ were observed to be Coulomb excited with $\ensuremath{\alpha}$-particle and $^{16}\mathrm{O}$ projectiles. Level energies, spins, $B(E2)$ and $B(M1)$ transition probabilities, and mean lives were obtained. The multiplet formed by $\ensuremath{\pi}g_{\frac{9}{2}}^{\ensuremath{-}1}\ensuremath{\bigotimes}{2}_{1}^{+}(\mathrm{Sn})$ was found, and the data confirm the coupling strength to be strong. In addition, one extra ${\frac{5}{2}}^{+}$ and one extra ${\frac{9}{2}}^{+}$ level were seen in each nucleus, along with $E3$ Coulomb excitation of the ${\frac{3}{2}}^{\ensuremath{-}}$ levels. A firm basis for spin-parity assignments was found for all levels observed with the exception of a 1630.5 keV, ${\frac{9}{2}}^{+}$ level in $^{113}\mathrm{In}$. Three of the states in $^{113}\mathrm{In}$ had not previously been observed in Coulomb excitation.NUCLEAR REACTIONS $^{113,115}\mathrm{In}(\ensuremath{\alpha},{\ensuremath{\alpha}}^{\ensuremath{'}}\ensuremath{\gamma})$ and $^{113,115}\mathrm{In}(^{16}\mathrm{O},^{16}\mathrm{O}^{\ensuremath{'}}\ensuremath{\gamma})$ MeV; $E(^{16}\mathrm{O})=42$ MeV; measured ${E}_{\ensuremath{\gamma}}$, ${I}_{\ensuremath{\gamma}}$, ${I}_{\ensuremath{\gamma}}(\ensuremath{\theta})$, Doppler broadening. $^{113,115}\mathrm{In}$ deduced levels, $J$, $\ensuremath{\pi}$, $B(E2)$, $B(M1)$, ${T}_{\frac{1}{2}}$.
