This chapter tackles the emergence of democracy promotion in US foreign policy. In a speech at the Royal Gallery of the Palace of Westminster, Ronald Reagan called for a crusade for freedom in the Cold War struggle against communist totalitarianism. Reagan established democracy promotion as a core US goal and set the stage for the creation of the National Endowment for Democracy. The chapter highlights the role of Secretary of State George P. Shultz played in fusing the Reagan Doctrine's vision of rolling back communist gains in the developing world with the liberal internationalist appeal of the democracy promotion initiative.
