The purpose of this chapter is to examine issues of globalisation and trade liberalisation and to analyse their effects on higher education policy and practice in Canada. Both issues are subjects of highly contentious debate in Canada and the same can be said of their impact on higher education. Canada is a highly decentralised federation composed often provinces and three territories. Constitutionally, higher education is the responsibility of the provinces. However, because of its importance in developing highly-educated individuals, there is also pressure for the federal government to be involved (Watts 1992). There are two main systems of higher education in Canada: the community college system and the university system. All universities, with the exception of one or two denominational universities, are publicly-funded institutions, but enjoy institutional autonomy (Cameron 1992). Community colleges, on the other hand, fall directly under the control of provincial governments. |
