Popis: So-called ‘information ethics education’ at Japanese universities falls far short of expectation. This is partly because we do not have clear enough idea what to cover, but also reflects some basic cultural and philosophical confusion. We argue that we need to discuss information risk management rather than trying to formulate what information ethics is. Instructors equipped with all the necessary background expertise are severely lacking, and that creates a bootstrapping problem for teacher education. We propose simulated network emergency exercises for familiarizing future teachers with potential risks of the Internet.
