Managing Cameroon's Banking Sector - In and Out of Crisis - The role of the Government

Popis: The commercial banking sector of Cameroon experienced a serious crisis in the late 1980s, with many banks becoming illiquid and/or insolvent. Multifaceted government intervention, inadequate management, and a virtual lack of enforcement of banking regulations were at the root of this crisis, the resolution of which led to the liquidation or profound rehabilitation of several banks. In the process, there was a trebling of the debt owed to the Central Bank by the financially strained Government. The paper examines these issues, their implications, and suggests reforms in the government-bank management relationship in order to enhance the gains from the overhaul of the banking system. Resume: A la fin des annees 80, le secteur bancaire commercial au Cameroun a traverse une grave cnse qui a vu plusieurs etablissements bancaires en proie a une penurie de liquidites et/ou a l'insolvabilite. L'intervention multiforme des pouvoirs publics, la mauvaise gestion et le non-respect de la reglementation bancaire sont a l'origine de cette crise, qui a conduit a la liquidation ou a une profonde restructuration de plusieurs banques. Dans le processus, on a assiste au triplement de la dette due a la Banque centrale par un Etat confrontea des difficultes financieres. Le document examine ces questions, analyse leurs implications et propose des reformes dans les rapports de gestion entre le gouvernement et les banques en vue de renforcer les avantages decoulant de la restructuration du systeme bancaire.
