The aggregated condition of “two degrees” shapes a prominence of national survival-strategy in China’s human rights idea/policy from 1990 to 1997. On the one hand, the survival relativity concerning human rights is higher due to international sanctions and China’s lower national security/development level. This encourages the Chinese policy elite to focus on strategic consideration in terms of human rights. On the other hand, because China’s less survival satisfaction and higher external pressure encourage a negative feeling towards the external ideas, the Chinese policy elite emphasizes “particularity”. While indicating substantial progress, further efforts are needed at managing ideational relations about human rights. This limits the power of meaningfulness concerning human rights in this period. |
