Popis: This testimony explains how H.R. 866 and H.R. 1484 would result in serious and permanent consequences for our nation’s publicly owned natural resources and for tribal lands and resources. First, H.R. 866 would remove virtually all environmental protections from the hazards of oil and gas extraction on public lands and create inevitable conflicts between surface users that will likely stymie federal and state planning and administration efforts. Second, H.R. 1484 is based on a legally flawed interpretation of the Nevada Enabling Act and overlooks serious potential administrative costs to the state if it were to assume ownership to 45 million acres of federal public lands. The land management scheme this bill contemplates would also result in serious environmental losses for the State of Nevada. Third, both bills would impact Native Americans and Indian Country in specific and potentially devastating ways.
