Popis:	The role of development institutions and their transformation that occurred in the 20th century is examined in the article. The importance of these institutions for the economic development of Russia is shown. Institutional measures and mechanisms to facilitate the disclosure of the potential development of peripheral regions of the South of Russia are considered.
