In contrast to the extensive attention that has been paid to initiative and referendum lawmaking at state level, little attention has been paid to these mechanisms at local level. However, local government plays an important role when it comes to the making of decisions, the formulation of policies, and the delivery of public services across a wide range of areas. At this level, governmental action covers the particular needs of localities and local citizens. The proximity of local government to the electorate and to the needs and interests of citizens makes it clear that citizens must be given the opportunity to shape local policies and to take part in the decision-making process. Local government is the best scenario of trying out new ways of citizen participation. The closeness of local authorities to citizens makes it easier for citizens to become involved in policymaking. Decisions made at local level have a greater impact on citizens´ lives, so it seems like a logical consequence that they are empowered to participate in the decision-making process. |
