Popis: В данной выпускной квалификационной работе рассматриваются различные аспекты правового регулирования ценообразования. Первоначально изучается история формирования регулирования ценообразования в Российской Федерации, причины появления централизованного управления электроэнергией. Затем общие вопросы о процессе формирования ценообразования, Ð¿Ñ€Ð¸Ñ‡Ð¸Ð½Ð°Ñ Ð¾Ð±Ñ€Ð°Ð·Ð¾Ð²Ð°Ð½Ð¸Ñ тарифной политики и невозможность использования фиксированной цены. Также причины разделения рынков продажи электроэнергии на оптовый и розничный, Ð¸Ñ Ð¾ÑÐ¾Ð±ÐµÐ½Ð½Ð¾ÑÑ‚Ð¸ функционирования, государственного регулирования, а также специфика ценообразования в розничном рынке электроэнергии и оптовом. В конце работы анализируется законодательство Российской Федерации, влияющее на электроэнергетический комплекс в целом и на ценообразование электроэнергии, а также анализируется стратегия Российской Федерации до 2035 года. В заключении выделяется главная проблема ценообразования электроэнергии – раздутость регулирующей нормативно-правовой базы и а в качестве предложения для решения – формирование Энергетического кодекса Российской Федерации с предварительным анализом существующего законодательства.
In this final qualifying work, various aspects of the legal regulation of pricing are considered. Initially, the history of the formation of pricing regulation in the Russian Federation, the reasons for the emergence of centralized electricity management are studied. Then general questions about the pricing process, the reasons for the formation of the tariff policy and the impossibility of using a fixed price. Also, the reasons for the division of electricity sales markets into wholesale and retail, their features of functioning, state regulation, as well as the specifics of pricing in the retail electricity market and wholesale. At the end of the work, the legislation of the Russian Federation, which affects the electric power complex as a whole and the pricing of electricity, is analyzed, as well as the strategy of the Russian Federation until 2035 is analyzed. In conclusion, the main problem of electricity pricing is highlighted - the bloat of the regulatory legal framework and a solution is proposed - the formation of the Energy Code of the Russian Federation with a preliminary analysis of the existing legislation.
