Korea must carry out timely and thorough institutional reforms in order to pursue equitable distribution while simultaneously sustaining economic growth. The institutional structure of Korea's national economic management was stateled capitalism, also known as "state corporatism," during the 1960s and 1970s. In the 1980s, the doctrine of economic liberalism gained ground in dominant mainstream economics in the concrete shape of Reaganomics and Thatcherism. The institutionalization of the economic policy decision-making process, through cooperative efforts of the government, industrial associations, banks, economic advisory organs, and the mass media, would be the most effective system of mobilizing the national energy. In Germany, the councils of economic experts, councils of academic advisors, and economic research institutes are legally institutionalized to perform such functions as evaluating government policies that have already been implemented and offering alternatives. The chapter also presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. |
