Popis:	The meaning of any hypothesis about the development of any sector of society, such as education, depends on the framework provided by the development of society in general. This is especially the case when the variables considered depend upon social and political possibilities and constraints. We need a way of analyzing the relationships of society with education in order to identify those social factors which influence the nature of educational systems, especially the allocation of resources to and within the educational system.
