Purpose: The article is devoted to the issues of strategic planning of activities of state structures and the business community, aimed at the development of breakthrough technologies in the Russian Federation. The authors set a goal: on the basis of a comparative legal analysis, carry out an interim monitoring of the implementation of the strategic planning tasks of the state policy of the Russian Federation in the development of photonics, biological, additive and other technologies to achieve the goals of the innovative development of the Russian economy in the period up to 2020. At the present stage in Russia remains critical dependence on imports of scientific, experimental, testing and production equipment, apparatus and chip components, software and hardware of computer technology, as well as breeding and genetic materials. |
