The discussion on the issue of war and peace became central to the International’s internal debates. The second Moroccan crisis (1911) and the Italo-Turkish War (1911–1912) highlight a two-speed reaction by the International. Internal dynamics within the International prevent the reaction to the first Moroccan crisis from being really significant, while the response of international socialism to the war in Tripolitania is wide and participatory. This is because the two major parties of the International, SPD and SFIO, are closely involved in the first crisis and are not in the second. |
