The goal of this paper is to analyze the Brazilian environmental policy for the space. It was formulated in the 1980s and traced an approach about limits, difficulties and challenges. This study identified policy limitations before the resized lawsuits such as: a) being technocratic, b) presenting a bottleneck in the participatory construction and c) the policy manages the component, but not the space. It is understood by components, the elements that the environmental policy tries to administrate like water, fauna and flora. The space is understood as social relations mediated by people before the socio-environmental conflicts present in the actions of environment protection. It is necessary to add to the policy debate, a conception beyond the natural elements, valuing the human interaction in time and space. On the other hand, it is expected that the environmental conflicts can be solved through the environmental management and qualitative development, harmonizing individual and collective interests with the conservation of natural resources. |
