Popis: University is a complex construct encompassing social, institutional and political domains, which entail the existence of underlying discourses of persuasion, legitimation, but also of contestation and dissent. The present article explores the words, topics, voices and perspectives construing quality teacher education in Europe, as reflected in seven programmatic documents of the European Commission on Education and Training over the last ten years. It pays special attention to the way in which consensus over Teacher Education policy is construed by means of expertise.
