Popis: Teacher competencies for elementary and special educators in classroom management and instruction from 33 studies are reviewed. While there are similarities between elementary and special education, the competencies reflect clear differences in how the disciplines generally view management and instruction. This review suggests that elementary and special education are two different “educational cultures” and emphasize different aspects of education. Rather than focusing on competencies expected of experienced teachers, teacher preparation programs should identify a detailed core of classroom management and instructional knowledge and practices that will provide a foundation for all teachers' professional development.
