This chapter provides a detailed empirical analysis of the policy fields of health, social development, infrastructure, culture, and science. It traces the institutional development of the policy fields and determines conditions to policy-making, based on formal documents, reports, and interviews. The analysis proceeds in line with the theoretical and methodological assumptions of Chaps. 2, 3, and 4 and uses the UNASUR sectoral councils’ formal structure as an organizational lens to approach policy-making processes in the respective policy field. As the focus is on networks of policy-makers rather than on the organization of UNASUR, other regional mechanisms, such as Mercosur or CAN, are part of the examination. The analysis then assesses the characteristics of the networks, by examining the conditions to collective action in the respective policy environment. |
