| Popis: | Представлена процессная модель инновационной системы, которая направлена на реализацию одной из основных национальных целей повышение качества жизни населения. Рассмотрены методологические подходы к формированию регионального уровня инновационной системы в рамках концепции конкурентоспособности территории. На основе сравнительного анализа выявлены альтернативные методические подходы к оценке эффективности инновационной деятельности участников региональной инновационной системы. Обоснована необходимость развития стратегического методического инструментария, учитывающего результаты взаимодействия участников региональной инновационной системы в рамках концепции конкурентоспособности региона. Introduction. The particularity of current change of the global society is the transition of the leading countries to building of the economy, mainly based on generalization, spread, and use of knowledge, development of digital economy, and information society. In addition to that, all the participants of socio-economic systems of various levels understand more and more the significance of innovativeness of constituent territories development. The necessity in increasing the capability and enhancing the efficiency of activity of all the participants of innovation systems and assessment of innovation development of regions on the living standards is an important factor specifying the urgency of the research. The goal of the research was to develop the methodic approaches to assess the efficiency of regional innovation systems management. Innovation activity of Russian regions, implementing the programs of innovation development, was the object of the research. Innovation system of a region includes the interconnection of its key players state, representatives of scientific society, business, and institutions of the infrastructure, implementing the innovation process. Each player acts in accordance with its own reasons and exercises certain functions. The competitive ability of any regional innovation system as a capability of the system for effective performance is defined with various key factors including consumer value, attractiveness of consumers, strategic resource potential. The present state and dynamism of economic development of regional innovation systems is estimated with the level of their innovation development. Such approach makes it possible to assess the level of innovation activity in a region in the impact on living standards and to demonstrate the performance of innovation policy, pursued by the regional authorities. Division of the managerial map into three groups (regions-leaders, medium regions, and weak regions) enables to make a grouping by the level of competitive ability. The offered in the managerial map interconnections of the level of innovativeness of a region and living standards in the region may be used in the development of managerial solutions as part of the strategy for development of the region. The authors offer possible managerial decisions which the regional authorities can use to define the vector for strategic development of a region depending on the chosen methods and models of management of regional innovation system. №4(44) (2020) |
