The complexity of factors affecting the success of agricultural development schemes is analyzed in the context of attempts to develop four small-scale animal husbandry schemes involving pig breeding and fattening and dairying. Information is derived primarily from a field survey of 250 farms and farmers supplemented by data from official sources. The approach to the study, conducted at three scales of investigation, illustrates problems existing at a national level, others that may be discerned from comparisons between the four schemes, and a final group that is indicated by variations in performance levels within each scheme. The conclusions set the original achievements in organization against defects in personnel selection, scheme sitings, and general deterioration of services. |
