Popis: The birth rate in Scotland has been falling for a number of years. Combined with the population statistics just published from the 2001 census, that show that the Scottish population figures have fallen compared with the 1991 census, and in contrast to England and Wales, has raised a question. Is this good news, bad news, or merely a chance for the Scots to whinge?
