Popis: Объектом исследования выступает государственное регулирование отрасли связи и телекоммуникаций. Цель выпускной квалификационной работы заключается в том, чтобы проанализировать ныне существуюшую систсему государственного регулирования рынка Ñ‚ÐµÐ»ÐµÐºÐ¾Ð¼Ð¼ÑƒÐ½Ð¸ÐºÐ°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ ÑƒÑÐ»ÑƒÐ³ и состоит в разработке направлений по ее совершенствованию. В Ñ Ð¾Ð´Ðµ исследования было изучено правовое регулирование телекоммуникационной отрасли с описанием Ð¾ÑÐ½Ð¾Ð²Ð¾Ð¿Ð¾Ð»Ð°Ð³Ð°ÑŽÑ‰Ð¸Ñ Ð½Ð¾Ñ€Ð¼Ð°Ñ‚Ð¸Ð²Ð½Ð¾ – Ð¿Ñ€Ð°Ð²Ð¾Ð²Ñ‹Ñ Ð°ÐºÑ‚Ð¾Ð², раскрыт зарубежный и российский опыт государственного регулирования в сфере телекоммуникаций, описана история компании ПАО «Ростелеком» и дана Ñ Ð°Ñ€Ð°ÐºÑ‚ÐµÑ€Ð¸ÑÑ‚Ð¸ÐºÐ° методам государственного регулирования. В Ñ Ð¾Ð´Ðµ выполнения выпускной квалификационной работы были выявлены следующие проблемы: 1. Производство телекоммуникационного оборудования низкого качества и в недостаточном количестве. 2. Наличие регионов страны, где предоставление Ñ‚ÐµÐ»ÐµÐºÐ¾Ð¼Ð¼ÑƒÐ½Ð¸ÐºÐ°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ ÑƒÑÐ»ÑƒÐ³ несколько затруднительно. 3. Отсутствие заинтересованности в развитии Ð³Ð»Ð¾Ð±Ð°Ð»ÑŒÐ½Ñ‹Ñ Ð¸ Ð¸Ð½Ð½Ð¾Ð²Ð°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ð¿Ñ€Ð¾ÐµÐºÑ‚Ð¾Ð² и вместе с этим недостаточный объем Ð¸Ð½Ð²ÐµÑÑ‚Ð¸Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ð²Ð»Ð¾Ð¶ÐµÐ½Ð¸Ð¹. Были разработаны предложения по совершенствованию Ð²Ñ‹ÑÐ²Ð»ÐµÐ½Ð½Ñ‹Ñ Ð¿Ñ€Ð¾Ð±Ð»ÐµÐ¼. Дальнейшая информатизация Ð²Ð°Ð¶Ð½ÐµÐ¹ÑˆÐ¸Ñ Ð¾Ñ‚Ñ€Ð°ÑÐ»ÐµÐ¹ экономики и реализация Ð³Ð¾ÑÑƒÐ´Ð°Ñ€ÑÑ‚Ð²ÐµÐ½Ð½Ñ‹Ñ Ð¿Ñ€Ð¾ÐµÐºÑ‚Ð¾Ð² по Ð¸Ñ Ð¿ÐµÑ€ÐµÐ²Ð¾Ð´Ñƒ в область современного применения Ð¸Ð½Ñ„Ð¾Ñ€Ð¼Ð°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ‚ÐµÑ Ð½Ð¾Ð»Ð¾Ð³Ð¸Ð¹ стимулируют создание Ð½Ð¾Ð²Ñ‹Ñ Ð¸ развитие ÑÑƒÑ‰ÐµÑÑ‚Ð²ÑƒÑŽÑ‰Ð¸Ñ Ð½Ð°Ð¿Ñ€Ð°Ð²Ð»ÐµÐ½Ð¸Ð¹ бизнеса, что может привести к формированию Ð¿Ñ€Ð¾Ñ€Ñ‹Ð²Ð½Ñ‹Ñ Ñ‚ÐµÑ Ð½Ð¾Ð»Ð¾Ð³Ð¸Ð¹ в Ñ€Ð°Ð¼ÐºÐ°Ñ Ð¾Ñ‚Ñ€Ð°ÑÐ»ÐµÐ²Ñ‹Ñ Ñ€ÐµÑˆÐµÐ½Ð¸Ð¹.
The object of research is government regulation of the communications and telecommunications industry. The purpose of the final qualification work is to analyze the current system of state regulation of the telecommunication services market and is to develop directions for its improvement. The study examined the legal regulation of the telecommunications industry with a description of the fundamental regulatory and legal acts, disclosed the foreign and Russian experience of state regulation in the field of telecommunications, described the history of PJSC Rostelecom and described the methods of state regulation. In the course of the final qualifying work, the following problems were identified: 1. Production of telecommunication equipment of poor quality and in insufficient quantities. 2. The presence of regions of the country where the provision of telecommunication services is somewhat difficult. 3. Lack of interest in the development of global and innovative projects and, at the same time, insufficient investment. Suggestions were developed to improve the problems identified. Further informatization of the most important sectors of the economy and the implementation of state projects for their transfer to the field of modern application of information technologies stimulate the creation of new and development of existing business lines, which can lead to the formation of breakthrough technologies in the framework of industry solutions.
