Popis: | The ineffectiveness of citizen participation in local education, commonly attributed to an "information gap" between citizens and administrators, may be exacerbated by the inability of citizens to develop a common cognitive model of local education and educational issues. An analysis of the cognitive models of educational administrators, teachers, citizens, and school board members in two communities supports this explanation and suggests the need for an alternative model of educational governance. |
