Until the early 1990's a USSR centrally planned economy governed Azerbaijan's mode of functioning. The country is now in transition away from that model towards one unique to an independent Azerbaijan. It is within this context that this paper discusses what is required to activate a successful well construction program in Azerbaijan. Major topics covered include: 1) Union Texas Azerbaijan's (UTA) onshore well construction activities during 1998. 2) The structure and influence of the State Oil Company of the Azerbaijan Republic (SOCAR) with respect to UTA activities. 3) The well permitting and permission to drill process. 4) The integration of local and international well construction personnel and services. 5) The construction of UTA Kiziltepe wells no. 304 and 341 and North Karadag well no. 512. Companies with an interest in well construction in Azerbaijan will benefit from the processes and experiences discussed in this paper. |
