The paper formulates the problem of multi-attribute windfarm location evaluation. When siting a windfarm, one has to take into account multiple economic, technical, environmental, and social factors. The decision-making process is complicated by the uncertainty of the decision-maker’s preferences, which is due to the incomplete source data, the variety of local development scenarios, and the need to account for the various interests of the stakeholders. It is proposed herein to use the method of multi-attribute utility theory with the possibility of uncertain expression of preferences when constructing single-attribute functions. When evaluating the cost efficiency of windfarm placement option, it is proposed to consider how the terrain would affect the wind speed by means of aerodynamic modeling. The paper presents an example of multi-attribute evaluation of sites for windfarm based on aerodynamic modeling in the area of the Ayan village, Khabarovsk Krai. |
