Popis:	In the article on the basis of the analysis of a tipologization of «civil participation»" of Sherry Arnstein the practice of civil management is described realized within the Active Citizen project. Possible prospects of civil partnership in acceptance and implementation of administrative decisions, and also barriers in the course of comanaging and realization of civil activity are analyzed.
