In 2000 an assessment was made of three asset management plans (Manawatu District Council, New Plymouth District Council and Wanganui District Council) to ascertain how these three nominated local authorities supported their community's need for recreation in a public park environment. As a focus of the study, and based upon the lack of leisure focus and programme development, Pukekura Park, New Plymouth was selected for analysis using SWOT and nonuse matrix analysis techniques. Spatial redesign, development of partnerships, redesign of parks information systems through integration with the school curriculum and methods of catering for the aged and physically impaired were put forward as a means of increasing user participation. All redevelopments were to be capable of implementation at acceptable cost and with minimum disruption to normal functioning of the park. |
