The usefulness and necessity of student-aid programmes in facilitating access to higher education (HE) is widely recognised but not extensively studied in India. The current paper aims at evaluating the accessibility and effectiveness of the Post-Matric Scholarship scheme, oldest merit-cum-means based student-aid programme of India. This paper takes off from existing studies and explores the efficiency of the scheme in light of recent developments such as the adoption of ICT in application and disbursement as a major policy intervention and its usefulness. Major findings reveals that it has failed to reach out to its target groups (around 63% of students fall outside its purview). It further concludes that the adaptation of ICT tools, despite ensuring transparency, is still proving to be a stumbling block for many. The mismatch between the demands of HE and the financial status of beneficiaries is glaringly visible and is only partially addressed by the scheme. |
