A Cost Analysis of Instructional Television in Hagerstown

Popis:	The length of the Hagerstown project allows for a detailed analysis of actual project costs. In this paper we have presented methodologies for estimating cost functions and for analyzing the time structure of costs and utilization. Instructional technology projects tend to be front-loaded in terms of costs. Yet average costs remain high in Hagerstown ($50 per student and $.44 per student-hour) due to a stable number of students, increasing costs for production, and decreasing hourly utilization. We compare the costs of the system with other ITV projects and with potential alternatives to the ITV system in Hagerstown.
