Popis: Heavy-water reactors are well adapted to produce relatively large quantities of weapon grade plutonium. Several nonnuclear nations have created plants for uranium enrichment at a level sufficient to produce a few bombs per year, such nations could probably assemble operational weapons. The possibility that nuclear bombs could be fabricated by terrorist groups appears remote. The technologies needed for directed energy applications in ballistic missile defense are still a long way from practical applications. (AIP)
