The Financial System of Russia: Current State and Development Prospects

Popis: The new reality of the next decade should not be the stagnating economy but the economy featuring subordination of the financial sector interests to the tasks of real sector and development of those economy’s segments which produce the goods for domestic consumption and non-raw material exports. This requires coordination of all components of the country’s financial and economic policy, including monetary, fiscal, banking and other elements. The internal potential for self-regulation of the Russian economy where the public sector accounts for over 50% (directly or indirectly) is very limited: it is impossible to apply uniquely market management methods to such a non-market economy. Thereby, until the formation of the market structure, combined management should be used, i. e. each segment must have its own set of regulatory tools. However, the process of strengthening state administration of state-owned companies should be accompanied by gradually decreasing share of the public sector in the Russian economy, thus creating real conditions for the development of the private sector.
