At the current stage of the Russian economic development, the issues of modernization and reconstruction of transport, energy, social and other public infrastructure facilities remain in the focus of all levels of the Russian Federation executive branch. According to experts, the need in funding sources, e. g. for social infrastructure facilities, is about 18.2 trillion rubles. The energy and water supply spheres require 6.1 trillion rubles of funding. The deficits of regional and local budgets along with the reduction in the amount of subsidies allocated from the federal budget are a mighty barrier to the refurbishment and reconstruction of worn-out state fixed assets. Therefore, the study of the financial aspects of the public-private partnership is a matter of substantial importance. The development of an effective mechanism, tools and forms of the public-private partnership helps attract potential investors to infrastructure projects, including social ones. |
