En tiempos de crisis, los desafíos éticos son complejos para quienes tienen el deber de decidir y actuar en medio de la urgencia manifiesta. En un contexto de incertidumbre científica, en un país de recursos limitados, con pobre estructura reguladora y un sistema de salud que carece de la capacidad necesaria para hacer frente a la situación, los retos son aún mayores. Reconociendo la importancia de identificar algunos desafíos éticos y de articular principios relevantes para la toma de decisiones, se convocó a profesionales estudiosos de la ética y presidentes de comités de ética en investigación, para analizar el escenario frente a la pandemia del COVID-19 en la ciudad de Cali y el Valle del Cauca, y proponer algunas recomendaciones desde una perspectiva ética. En el primero y segundo apartado, se incluyen principios éticos relevantes para afrontar la pandemia de COVID-19 y su aplicación en la salud pública y la ética ciudadana. En el tercer apartado, se hace una aproximación a la ética en investigación con seres humanos, sus principios relevantes y la aplicación por parte de instituciones, investigadores y comités de ética en investigación. Los aportes de este documento están dirigidos a tomadores de decisiones y otros interesados en las áreas de ética en salud pública, ética de la ciudadanía y ética en investigación. Abstract: In critical times, ethical challenges are complex to those who have the responsibility to decide and take actions in the midst of urgent situations. In a context of scientific uncertainty, in a country with limited resources, a scarce regulatory structure and a health system that lacks the necessary capacity to cope with the situation, the challenges are even greater. Acknowledging the importance of identifying some ethical challenges and articulate relevant principles for decision-making, professionals who studied ethics and research ethics committees chairs were convened, in order to analyze the scenario facing the COVID-19 pandemic in the city of Cali and Valle del Cauca, and to propose some recommendations from an ethical perspective. In the first and second section, there are included relevant ethical principles to face the COVID-19 pandemic, as well as its application in public health and civic ethics. In the third section, it is made an approach to human research ethics, its relevant principles and its application by institutions, researchers and research ethics committees. The contributions in this document are intended for decision-makers and those involved in public health ethics, civic ethics and research ethics areas.
