Human resources employment is a very essential management process for effectiveness and efficiency of organizations. Determining the optimal number of staff represents a very essential management and decision-making process to provide effective and efficient policing services. In this study, the personnel allocation of Turkish National Police (TNP) to 256 districts in respect to their organizational structure, special situations, and risk factors was simulated with developed Multifactorial Personnel Distribution Model. A combination of qualitative and quantitative methods was used in this study. In Multifactorial Personnel Distribution Model, basically four elements were found to be useful for the planning. Those are; (1) minimum number of staff for units, (2) the number of staff based on population and other risk factors, (3) the number of staff based on special situation of province, and (4) benchmarking with other units that have similar characteristics. |
