The paper examines the main approaches to encouraging the innovative economic development of a region. The need to expand financial tools is substantiated; the development of regional innovation clusters, resources as well as directions of the science-based and technological development of the country are analyzed. Guidelines for improving the financial mechanisms to promote innovations are provided. Budget investments, state warranties granted by a Russian Federation subject to support an innovative project, minimum lease rates on regional state assets for small and medium-sized businesses, etc. are proposed as priority mechanisms to encourage innovative processes. |
