It is a great problem for the coiitries in whkfe their democracies are not well established. In those cöhtries where political establishments have no proper rights and there is no aggreement between political application and judiciary mechanism army appears to be an effective force. Even though Turkey has different historical and social background there where some military takeovers during the last decades. To be come an effective force on politics for the military forces in Turkey is due to either direct action (military takeover) or sometimes indirectly through providiup directions. Even though the reasons for the Turkish military to tisrupt politics rely upon different basis in time it carries a continuity. That is to provide a firm central civil- military establishment and to keep the active mechanisms of community under control. Military coups and interventions has increased the influence of military on the funetions of the State. Vorious anti-democratic funetions have been assigned to all legislation adminishatide and law. This effect on the political system is not limited to those periods in which the military was in control this influence has been legalized through modifications in legislation particularly in the constitution. The chief reasons for the Turkish military to have such a big influence or politics rely indeed upon those that the civil organisations do not go beyond the official limits and the law-makers are in general military or militarised people. Popis: | Türk Milli Eğitim Sisteminin hedeflediği iyi insan, iyi vatandaş profiline sahip, yaşam biçimi olarak demokrasiyi benimsemiş, demokratik tutum ve davranışları kazanmış bireylerin yetişebilmesi, bu bireylere demokrasi eğitiminin verilmesiyle mümkündür. Bireylerin demokrasinin temel değerlerini özümsemeleri için demokrasiyi yaşamaları gerekir. Çünkü demokrasi doğası gereği yaşanılarak öğrenilir. Demokrasi eğitimi öncelikle ailede başlatılmalı ve bu eğitim okullarda sürdürülmelidir. Bu konuda özellikle ilköğretim okullarına bu okullardaki yönetici ve öğretmenlere büyük görevler düşmektedir. İlköğretim okullarındaki demokrasi eğitimine katkı sağlamak amacıyla, bu araştırmada ilköğretim okulu yöneticilerinin demokrasi eğitimine ilişkin etkililik düzeyleri yönetici ve öğretmen görüşleri doğrultusunda saptanmaya çalışılmıştır. Araştırmada tarama modeli kullanılmıştır. Araştırmayla ilgili kaynaklar, yasalar ve yönetmelikler taranmış, mevcut durumla ilgili yönetici ve öğretmen görüşlerinin belirlenmesi amacıyla iki ayrı form halinde geliştirilen veri toplama aracı kullanılmıştır. 10 ilköğretim okulunda 40 yönetici ve 138 öğretmene uygulanan toplam 178 veri toplama aracından, 3 8 'i yönetici 134 u öğretmen olmak üzere 172 'si geri verilmiştir. Veri toplama araçları tek tek kodlanarak elde edilen veriler SPSS for Windows (Sosyal Bilimler îçin İstatistik Programı) paket programına aktarılarak analiz edilmiştir. Verilerin analizinde; frekans dağılımı, yü2de ve t-test teknikleri kullanılmıştır. Araştırmanın elde edilen bulgularından, yöneticilerin demokrasi eğitiminde kendilerini çoğunlukla etkili gördükleri, öğretmenlerin ise bu konuda yöneticileri nadiren etkili gördükleri, yöneticilerle öğretmenlerin bir fikir birliği içinde olmadıkları sonucuna ulaşılmıştır. vı It is possible to have good people and good citizen profile which is the main target of Turkish National Education system who appropriate democracy as a life style and democratic attitudes and behaviours by giving the individuals democracy education. The individuals must live the democracy to assimilate the basic principles. Because democracy is learned by living as it's nature. First democracy education must be started in family and must be continued in schools. In this matter especially primary education school, teachers and directors in this schools have resposibility. In order to make contribution to democracy education in primary education schools, in this research the level of efficiency about democracy education of the directors of primary education was tried to be fived according to the ideas of teachers and the directors. In this research scanning model was used. Sources about the research, laws and regulations were scanned. Two different data collecting forms were used to find aut the ideas of teachers and directors. 172 data collecting forms were given back from 38 directors and 134 teachers which were handed out is 10 schools to 40 directors and 138 teachers. It was 178 data collecting from in total. Data collecting devices were coded one by one and the data was analised by the help of SPSS for Windows (Statistical Package For Social Sciences). In the analyse of the data frequency distribistion, percent and t-test techniques were used. From the discoveries of the research it was found out that the directors see themselven effective in democracy education generally but the teachers see the directors effetive rorely in this subject.
