Popis: This study explores the limitations of certain states in the formulation and implementation of their foreign policy. It also introduces a methodology to analyse the relationships between states possessing a low capacity of policy making. The bilateral relations between Chile and Bolivia in the period 1990-2016 represents a good case study to explore a series of limitations which characterise the foreign policymaking of both South American states. The review of that period makes it possible to conclude that the lack of capacity of both states to formulate and implement policies towards each other has had a negative impact in shaping and strengthening their bilateral relations. This has resulted in an oscillation in their bilateral relations between complementarity and conflict. The most relevant decisions for the bilateral relationship in the period 1990-2016 incorporate both external and internal considerations. The findings suggest the validity of using analytical methodologies that incorporate the particularities of states that exhibit fluctuations in their capacities to formulate and implement key components of their foreign policies.
