In December 2018, the Swiss Federal Council published the draft text of an institutional agreement between Switzerland and the EU. After conducting a consultation, it informed the European Commission that it considered the outcome of the negotiations to be in Switzerland's interest to a large extent, but that clarifications were still required in three areas. In the meantime, various proposals have been made on how to proceed further in this situation. The article offers an interpretation of the variants, including a separate proposal by the author for a Joint Declaration that could be added to the draft text. |
