Today ship managers perform complex tasks. They must be well aware of external situations - accidental threats, for example - as well as of the internal status of all systems, and options for dealing with faulty equipment, in combination with commercial realities and international laws. One of the basic tasks is collision avoidance. Mariners behavior by encountering of two (or many) ships is indecisive.
