INSPIRE has evolved into a phase, where more stakeholders start appreciating its existence, status and near future directions. INSPIRE is moving from a conceptual level to the practical implementation, where the fruits of the work carried previously have started to get matured colours. First datasets shall be soon available from the national and the European Geoportal – this is becoming true due to the availability of the final versions of data model specifications across 34 INSPIRE-Spatial-Data Themes. However, before this becomes reality, still lots of work will have to be carried by responsible acting as data providers or transformers. However, the current situation reports that the particularly public bodies are facing to lack of resources in funds and experienced capacities. In order to improve the current situation, we have proposed action entitled “GIS Summer School” within the activity “Support the international mobility for graduate and postgraduate students” under the project “Development of the international collaboration for the purpose of transferring and implementation of the research results into the education programmes”. This project was granted to the Slovak University of Agriculture by the Ministry of Education of the Slovak Republic. The major objective of the project is to organize an educational activity in the field of Design & Implementation of thematic GIS based on existing data and related European legislation. This objective will be realized via collecting, processing and publication of newly collected and updated geospatial data on national level in line with the principles of Spatial data infrastructures (SDI) development and maintenance. The activity will be organised as a collaboration of public, academic and private sector bodies in July (2014) in Zagreb. Forty graduate and postgraduate students from both universities (SUA & UNIZA) will become acquainted to INSPIRE land use classification on a city level and use topographical database as main source of geometrical data. In post processing the data will be updated and reorganized according to the INSPIRE model and published according INSPIRE principles. The main output of this activity will be a cookbook type publication to guide students in the design and implementation of Web GIS following the INSPIRE principles. Where possible activity will reuse and contribute into the relevant ongoing initiatives in order to improve educational practice in academia as well as provide practical feedback into the SDI implementation . Similar educational activities should be enhanced since they pave the path and give the base for knowledge transfer on tools and regulations in order to prepare future generation of experts in applying the practical knowledge in their future work. Since university students are the next generation of producers as well as users, they need to get hands on real practice requirements after finishing their studies. This Summer school will give them a great opportunity to acquire these competences. |
