Promoting sustainable development via public procurement: is the European Union leading by example?

Popis: Over the past two decades, the role of public authorities in achieving public policy goals has been thoroughly re-examined. More precisely, there is an increasing awareness that instruments such as EU Green Public Procurement (GPP) has environmental, social, economic, and political benefits by encouraging the use of life-cycle costing approach that moves beyond the lowest price criteria. In the context of European Green Deal, GPP has tremendous potential in initiating a shift towards resource-efficient, low-carbon, circular, sustainable, and innovative economies throughout the European Union. At the same time, there is substantial untapped potential arising from a voluntary nature of EU wide guidelines requiring time and resources for further development of sustainable practices in public procurement. Hence, this paper defines different concepts of public procurement and analyses the implementation of sustainable practices in public procurement in the EU, primarily GPP. According to the conducted analysis, the successful uptake of EU criteria will mostly depend on encouraging companies to enter green markets, improving monitoring methodology, promoting GPP, and active engagement of public procurement authorities at all levels.
