The issue of airspace fragmentation has been recognized by the European Commission yet in the 1990s. Moreover, reduction of airspace fragmentation has been one of the strategic determinants of Air Traffic Management (ATM) planning and development in Europe since 2004. Nonetheless, despite aforementioned up to nowadays no methodological frameworks have been set by which the notion of airspace fragmentation could be unambiguously measured. Thereby, it is important to understand that airspace fragmentation does not only mean airspace division based on the national borders. In that respect, this paper presents a review of the methodological framework of the performance-based airspace fragmentation assessment model. It presents the conceptual and methodological framework of a novel model that can be used to obtain answers to hypothetical questions of where, when, how, and whether it is possible to achieve performance-based airspace defragmentation. Last but not least, it provides a brief overview of the applicability and utilization framework of the developed model. |
