Abstrakt: | Abstract:This longitudinal study examines the origin, nature and character of African American legislative participation in Pennsylvania from 1970 to 2002. It analyzes three salient aspects of legislative behavior: (1) the social background and political attributes of Pennsylvania’s African American state legislators; (2) the extent to which the African American presence has been institutionalized in the state’s legislative process; and (3) the impact of African American lawmakers in the Pennsylvania general assembly. The findings of the analysis indicate that African American lawmakers were similar to their white colleagues in the Pennsylvania general assembly as well as their black counterparts in other states. African American state legislators in Pennsylvania experienced moderate success in acquiring key institutional power positions. Finally, the Pennsylvania Legislative Black Caucus demonstrated minimal success in securing the passage of its sponsored legislation. |
