This article delves into the multifaceted landscape of Ukraine’s Customs Service, critically examining its role in trade facilitation, anti-corruption efforts, and economic growth. Despite ongoing challenges such as funding, human resources, and legislative unclarity, the Customs Service’s effectiveness is further impacted by external factors, including COVID-19-related restrictions and the Russian invasion in 2022. As Ukraine faces geopolitical challenges while aligning its customs procedures with European Union (EU) standards, the Customs Service’s performance becomes pivotal to the nation’s global integration and economic resilience. The article evaluates the Customs Service’s capacity to streamline customs processes, combat corruption, and foster a transparent, business-friendly environment for domestic and international trade partners. It also explores strategies to combat smuggling and customs fraud, addressing their economic and reputational impacts. The article assesses the challenges within the Customs Service, considering its organizational structure, regulatory framework, international obligations, and recent policy initiatives. It seeks to bridge the gap between policy intentions and real-world outcomes, offering insights into the (in)effectiveness of Ukraine’s Customs Service.
