ABSTRACT:This article shows that past great powers regularly intervened in the Western Hemisphere, regardless of US policies overseas. Eurasian powers often managed to free resources to challenge US regional hegemony in the Americas even when busy with power politics near their borders. This is of import for the debate about whether the United States should contain China or exercise restraint. The proponents of containment generally assume that the United States needs to balance against great powers in other regions of the globe to ensure that they are unable to defy Washington on its borders. For restraint realists, the United States can safely exit East Asia and Europe because no peer competitor is likely to project significant power towards the Western Hemisphere. This article concludes, contra restrainers, that if China keeps rising, it will likely project power toward the Americas even if Washington adopts a strategy of restraint instead of balancing. |
